"More important, however, was the information gleaned when communist party official Hwang Jang-yop, the chief ideologist for the ruling Korean Worker’s Party, defected by walking into the South Korean embassy in Beijing on February 12, 1996, setting off a major diplomatic confrontation in the Chinese capital that lasted several weeks.
As a member of the ruling inner circle in North Korea, Hwang had unprecedented access to what was going on, and he revealed that the North Koreans planned to turn South Korea into a „sea of flames“. Hwang stated in a letter that, even if some thought he had gone mad with his defection, two enemies, North and South Korea, that seek to destroy each other in the name of unification could not be considered sane.
Hwang had another startling revelation for the West that was not made public either by the South Koreans or by the Clinton administration, and only became known when a secret US intelligence report based on Hwang’s testimony was disclosed by the author on June 5, 1997. In the April 1996 debriefings in South Korea, Hwang disclosed that North Korea already possessed nuclear weapons and had planned to conduct an underground nuclear test – the final step in nuclear weapons development."
