India, Russia may sign defence protocol

EW DELHI: India and Russia are likely to sign a defence protocol on Tuesday during the visit of Deputy Prime Minister Ilya Klebanov paving the way for leasing out two long range nuclear submarines and two TU-22 maritime nuclear capable bombers for the Indian Navy.Russian deputy prime minister's visit and his extensive talks with the Defence Minister George Fernandes is also likely to clear the decks for a final agreement on the acquisition of the 4,4000 tonne Kiev class aircraft carrier Admiral Gorshkov as well as finalise purchase of emergency defence spares and procurement needed in connection with the present mobilisation of troops on the border.
Fernandes had recently indicated that final negotiaions were on for the acquisition of the Russian carrier. Russian media reports quoting Klebanov had said that final deal could be signed by April this year.
Highly placed sources said "emergency armament purchases were also being made from other countries also."
An advance team of Russian defence experts arrived here Sunday to do the ground work for signing of defence protocol as well as for emergency arms purchase.
The likely lease of two Shchuka Bar Class nuclear propelled SSBN submarines capable of launching ballistic and cruise missiles, could be for a period of five years and would give India the most crucial third leg of the nuclear triad.
The Navy has already acquired the capability of operating nuclear submarines on the earlier Russian leased out INS Chakra nuclear submarine in the eighties.
